The Rwandan passport has been ranked 73rd in the world in the latest Passport Index, reflecting the country's growing international mobility and expanding diplomatic ties.
According to the latest Passport Index, Rwandan passport holders have a Mobility Score of 71, allowing travel to 33 countries without a visa, 35 countries through visa on arrival, and three destinations using an electronic travel authorization (eTA). Citizens still require visas before travelling to 127 destinations worldwide.
The ranking gives Rwanda a World Reach score of 36 percent, indicating that Rwandan citizens can access just over one third of global destinations without obtaining a traditional visa before departure.
Regional mobility remains strongest
Most of Rwanda's visa free destinations are found within Africa and parts of the Caribbean, Asia, and the Pacific.
According to Passport Index, Rwandan passport holders enjoy visa free access to several East African Community member states including Kenya, Tanzania, Uganda, Burundi, and the Democratic Republic of Congo, supporting regional trade, tourism, business travel, and labour mobility. Other visa free destinations include Nigeria, Senegal, Mauritius, Malawi, Ghana, the Philippines, Dominica, Haiti, and Vanuatu.
The East African Community continues to provide some of the highest levels of mobility for Rwandan citizens through regional integration initiatives that encourage the free movement of people and goods.
Travel freedom linked to diplomacy
Passport strength is increasingly viewed as a reflection of a country's diplomatic relationships, bilateral agreements, security standards, and international cooperation.
Over the past decade, Rwanda has expanded its diplomatic engagement through regional organizations such as the East African Community, the African Union, and the African Continental Free Trade Area, while strengthening partnerships with countries across Africa, Europe, Asia, and the Middle East.
The country has also adopted one of Africa's most open visa policies for incoming travellers. In 2023, President Paul Kagame announced that all African citizens would be allowed to travel to Rwanda without paying for a visa, describing free movement as essential for boosting trade, tourism, and continental integration.
Room for further growth
Despite improvements, the Rwandan passport continues to face restrictions in many major global destinations.
According to Passport Index, travellers still require traditional visas for countries including the United States, Canada, the United Kingdom, China, France, Germany, Italy, Spain, and most other European Union member states.
Improving passport strength generally depends on governments negotiating reciprocal visa waiver agreements, strengthening border security, and deepening diplomatic and economic relations with partner countries.
Competition across East Africa
Passport rankings vary across East Africa, reflecting differences in diplomatic agreements and international mobility.
According to the 2026 Henley Passport Index, Kenya ranks 67th globally, while Tanzania ranks 99th, Uganda 71st, Rwanda 71st, and Burundi 72nd under Henley's methodology. Different passport indexes use different methodologies and therefore publish different rankings, but all assess the extent of global travel access available to passport holders.
As Rwanda continues pursuing Vision 2050, expanding international connectivity through diplomacy, trade agreements, tourism, and investment partnerships could contribute to broader improvements in global mobility for its citizens.
